Yes, BUT ...

1) You need the help of the webmaster or host of the forum itself.
2) as you point out, the longer you wait, the more likely it is
that the dynamic IP has been assigned to someone else. How long
depends on the ISP, how the computer is connected to the internet,
and possibly whether or not it has been disconnected or turned off.
