Well, to answer your question, sure. A video card could either
interfere with other activity within the PC, or it can place
enough demand on the CPU so as to adversely impact overall
performance. Might result in "scratchy" sound.
But like you, I'm skeptical.
You didn't indicate what kind of machine or operating system
or anything else, so I'm kind of shooting in the dark here,
but my first reaction would be to make sure that you have the
most up to date drivers for your sound card or hardware. To
be honest, it sounds (no pun intended) like a driver problem.
I'm also hesitant to say it, since it has caused other people
problems, but making sure you have the latest version of DirectX
could also make sense, since DirectX includes sound support.
NAturally backup thoroughly first.
