That icon should only show up while the CD-ROM drive is
trying to figure out what kind of CD you have inserted.
If you haven't inserted anything and it's showing up, I
can only guess that you have either a driver problem -
the software that actually controls the CD-ROM - or perhaps
the drive itself has a problem.

Personally, I'd look first to make sure you were running
the latest drivers for that drive. That'll most likely mean
visiting the manufacturer's website and searching for updated
drivers. If that doesn't do it (or is not something you feel
comfortable with), then I'd be looking for a local repair
shop to diagnose it.

Of course if everythign works otherwise, I'd be really
tempted just to ignore it also :-).

Another thing that ocurred to me is to change the mouse pointers,
in case they became correct. In Control Panel, go to Mouse,
then Pointers and select a different pointer scheme. Couldn't
hurt. :-)
