Basically you get a software utility to do so. For example Acronis
True Image is a backup program which will create an image of a hard
disk. There are others as well. Instructions vary based on which tool
you use, but it's relatively simply. Same for restoration.

Only caveat: a hard disk image will not fit on a CD. Or even many CDs.
Typically you'll need some other kind of storage to place the image,
like an external hard drive (what I do) or another machine somewhere
else on your local network.
