There're are many possiblities. I'd make sure that your system
software is up to date using windows update, and I'd make sure
to run a up to date anti-virus and anti-spyware program.

I mention anti-spyware because Limewire, specifically, seems to
often come loaded with spyware.

Given that downloads are a problem, I'd also look into updating
the network or modem drivers for your laptop, depending on how
you connect.

Finally, it's definitely possible that it's a hardware problem
of some sort, but that'll be very difficult to diagnose remotely.
Might be worth finding a local technician or repair shop if
the problems persist after all the above.
