It's unlikely that formatting will help anything. You appear to have
some king of a USB-related issue, not a hard drive issue. Unfortunately
I don't have any advise on the USB issue. You might, if you have it,
try plugging the hard disk into a different USB port, or see if it
behaves the same way on another machine.
