The program you're attempting to run probably requires a new
version of something called DirectX, which are the advanced
graphics interfaces in Windows.

You can download the latest here:
http://www.microsoft.com/windows/directx/default.aspx

Be sure to backup first - I have heard of people having
problems with the download's install.
