What you've outlined is exactly how I'd expect to do it:

- get an additional IP from comcast
- Cable goes into the cable modem
- cable modem connects to a hub (or a switch)
- the hub then connects to two routers
- those two routers then represent two independent and unrelated networks.
- each router connects to the appropriate computer(s)
