If I understand what you're asking for, yes, it's a hardware and bios
thing. It's not something that you could, for example, add to a machine
that doesn't have it, I'm afraid. A machine either has a reset button
or it doesn't. It either has the ability to do the 10-second reset thing
or it doesn't.

(Caveat - ok, yes, a hardware geek could whip out a soldering iron and
add one - but it'd be a very non-standard and warranty-voiding piece of
work :-).
