Wes Blaylock is an internet marketing guy. Probably legitimate, but since you
got this without asking for it it's more likely that you were the victim of a
type of phishing or virus attack masquerading as him.
Your symptoms are just a tad vague, but here's what I would do in your shoes:
- run a complete anti-virus *and* anti-spyware scan of your machine, making
sure that the databases used by those programs are as up to date as possible.
- run the system file checker to see if it reports or resolves any problems:
http://ask-leo.com/what_is_the_system_file_checker_and_how_do_i_run_it.html
- If the problem only happens when you fire up your browser (IE, for example),
see if running a different browser still has the same problem (Firefox, for
example). This doesn't solve the problem, but it could allow you to get on
with your life :-).
- Clear your browser's cache. It's possible, I suppose, that the file remains
there and clearing the cache might help. (If you're not sure how, this
article:
http://ask-leo.com/can_i_find_my_hotmail_mail_on_my_machine_somewhere.html
while it's on another topic, has instructions to clear the cache about 3/4
way through with the paragraph beginning "If you're concerned about
privacy,...")
- Worst case scenario: perform a repair-reinstall of Windows.

Good luck!
