If you have DSL or broadband, then yes - that's pretty much
how things should work. You would plug your router into your
broadband modem. Much like the diagrams here:

If you have dial-up, then no. Routers are meant to connect
to networking equipment, and a phone line is not that.
While it's possible to share a dialup internet connection
from a plain phone line across multiple computers, I don't
recommend it. It's somewhat complex to set up, and it takes
a slow connection and makes it even slower by sharing.

There are specialized routers out there that may do what
you're asking, but I don't have any direct experience with
them, so can't really direct you.
