It really depends on the specific computer, but right now almost
all computers can have XP installed on them.
The "trick", that might be what you've been told, is simply that you
can't downgrade and keep your applications, data and settings. You have
to backup everything you want to keep, and then reformat the machine
installing Windows XP from scratch.
