Sounds like your ISP is limiting you to one connection.
You can use two routers, but things can get complicated. In
particular, machines connected to one router may not be able
to see machines connected to the other. At least not easily
(I believe it's possible to configure it to work, but I've
never actually been successful at it.) You may also suffer
from "double NATting)

But for simple use (email, web, that kinda thing), sure,
it can work just fine.
