This isn't a failing in OE, it's really just how desktop
mail programs work: they have to download the email in order
to then examine it and then take whatever steps you've
defined. There's no way for OE, or any desktop program, to
fully examine the mail before it gets downloaded.
Unfortunately if you need server-side actions taken, you
need to define those actions on the server.
Sorry I don't have better news.
