It's really meant to be opened in some kind of a spreadsheet program
like Excel to make the most sense. Options:
- Purchase Excel.
- Download the free Excel Viewer from Microsoft

- Download the free OpenOffice package, which includes OpenOffice
Calc, a program much like Excel that should read that CSV file

- Open the file in notepad, already on your machine. It won't
be pretty, but depending on your needs, it may be enough.
