The task bar is either of two things. Either it's just too
small (it's a thin blue bar at the bottom of the screen),
in which case you want this article:

OR, it's hiding underneath the current application. When it's
visible, right click on it, select properties and play with the
"Auto hide" and/or "keep on top of" settings.

As for your mixer, it depends on what you mean. If you simply mean
that the little speaker icon is missing from the taskbar's notification
area, then that's simply a setting in the control panel's sounds
and audio devices settings. Otherwise the mixer (which varies based
on sound card) is typically also accessible from the control panel
sounds settings.
