Unfortunately there's almost no way to tell what's going on.
If your email program doesn't report an error when you hit "Send",
then your email has at least successfully made the first step of
the journey to the recipient - it's failing somewhere else.
I know of no way to actually determine exactly where or why.

and as long as you're certain that the email address you're sending
to is correct, and that the recipient expects and hasn't blacklisted
your email, I don't have any additional suggestions.
