I guess it depends on what you mean by stuttering.

It's possible that it's a screen resolution or refresh rate issue.

It's also possible that it's a device driver issue - the
software that actually controls what and how things get
displayed. Win98 is a tad old, but the thing to do would
be to check with the computer manufacturer, or the video
card manufacturer, to see if they have updated software
drivers for your video card.
