Application authors can disable the ability to resize windows and dialogs.
Even some web pages can force a window size.
This is most common when you're running with a low resolution like 640x480 or
even 800x600 as more and more applications and web sites *assume* a larger
resolution.
The only solution I'm aware of is to change the DPI settings on you computer
which will make EVERYTHING smaller, or to get a monitor with a higher resolution.
Or live with it.
