I don't recall ever saying that old accounts would continue to work.
*Paid* accounts, maybe, but I know that Outlook Express support has been
disappearing for people slowly for quite a while, and that's on purpose
and for everyone.
However,
There are supported solutions now, they just don't involve Outlook Express,
but rather its replacement, Windows Live Mail:
