Two things come to mind to try:

- download and re-install Windows XP SP2. IE and OE are part
of Windows XP, and were updated in SP2, to it's possible that
the install would repair them.

- download IE6 SP1 for non-XP Windows:
http://www.microsoft.com/windows/ie/ie6/downloads/critical/ie6sp1/default.mspx
I don't know if it will actually work, it might say "you're
running XP, you need to do something else".

Of course you can download and run Firefox and Thunderbird as
alternatives to IE and OE, but that doesn't solve the problem
for sites that require IE.
