In internet explorer, have a look at Tools -> Internet Options
-> Connections and you'll see an option that allows you to
control when IE is to dial, and if so, which dialup connection
to use. Personally I set it to never dial a connection, and
do it all manually, but it has the flexibility I think you're
looking for.
